Guwahati: The 16th Budget Session of the Assam Legislative Assembly got underway on Monday, setting the stage for discussions on the State’s fiscal priorities and a series of legislative proposals expected to shape Assam’s governance and development in the coming years. The proceedings of the opening day began at 9:30 am.
The session assumes significance as the State Government prepares to present its Budget for the financial year 2026–27 on July 10. Finance Minister Jayanta Malla Baruah will table the Budget, outlining the government’s proposed expenditure, revenue plans and developmental priorities.
Apart from the Budget presentation, the Assembly is scheduled to take up several Bills that have already secured Cabinet approval. The proposed legislations span a wide range of sectors and are intended to strengthen the administrative framework, improve the business ecosystem and support planned development across the State.
Among the proposed legislations is the Assam Tourism (Amendment) Bill, 2026, which seeks to reinforce policies aimed at boosting the tourism sector. The Government will also introduce the Assam Shops and Establishments (Amendment) Bill, 2026, proposing updates to laws governing commercial establishments and employee welfare.
The legislative agenda further includes the Assam Micro, Small and Medium Enterprises (MSME) Bill, 2026, designed to promote entrepreneurship and provide a stronger policy framework for the MSME sector. In addition, the Assam Ease of Doing Business (Amendment) Bill, 2026 seeks to streamline regulatory procedures and facilitate investment by reducing procedural hurdles.
The Assembly is also expected to deliberate on the Assam Public Trust Bill, 2026, aimed at establishing a comprehensive legal framework for the administration and regulation of public trusts. Another key proposal, the Guwahati Satellite Town Development Bill, 2026, seeks to provide a statutory framework for the planned expansion of urban infrastructure in and around Guwahati.
The Assam Land and Revenue Regulation (Amendment) Bill, 2026 will also be introduced, proposing amendments to strengthen land governance and improve revenue administration.
With the State Budget and several reform-oriented Bills on the agenda, the Budget Session is expected to play a pivotal role in defining Assam’s policy direction and development strategy for the year ahead.
