Dispur: The Budget Session of the newly constituted 16th Assam Legislative Assembly will commence on Monday, July 6, at the Assembly Chamber in Dispur and continue until July 31, marking the first full budget session of the new government.
The session has been formally summoned by Lakshman Prasad Acharya under Article 174(1) of the Constitution of India, according to an official notification issued by the Assembly Secretariat. The 26-day session will comprise 16 working days, during which several important legislative and financial matters will be taken up.
A key highlight of the session will be July 10, when Assam Finance Minister Jayanta Malla Baruah will present the State Budget for the financial year 2026–27. The budget will outline the government’s fiscal priorities and development plans for the coming year.
Earlier this year, before the Assembly elections, the state government had passed an interim vote-on-account budget to meet essential expenditure requirements. The presentation of the full-fledged budget comes after the ruling NDA secured a decisive mandate in the Assembly elections, winning 102 of the 126 seats.
Proceedings on the opening day will include Question Hour, presentation of supplementary demands for grants, and obituary references. General discussions on the State Budget are scheduled for July 13, 14, and 15, allowing members to debate the government’s financial proposals.
Following a short recess to facilitate scrutiny by the Departmentally Related Standing Committees, the Assembly will reconvene for the voting on demands for grants and the introduction and passage of the Appropriation Bill, which authorizes government expenditure.
The session will also include Private Members’ Business on July 24 and July 31, providing legislators an opportunity to introduce and discuss non-government bills and resolutions.
The Budget Session is expected to play a crucial role in shaping Assam’s financial and legislative agenda for the 2026–27 fiscal year while addressing key governance and development priorities of the newly elected government.
