Guwahati: The Assam Government will launch the fourth edition of its flagship land reforms programme, Mission Basundhara, on December 25, 2026, with a renewed focus on digital land governance, inclusive land ownership and faster delivery of land-related services across the state. The launch will coincide with National Good Governance Day and the birth anniversary of former Prime Minister and Bharat Ratna Atal Bihari Vajpayee.
Mission Basundhara has emerged as one of the state’s key governance initiatives aimed at simplifying land administration and providing secure land rights to eligible citizens. According to the state government, the programme has helped more than 3.56 lakh families obtain land ownership while facilitating the settlement of over 4.53 lakh bighas of land across Assam.
The upcoming Mission Basundhara 4.0 will introduce several new measures to further strengthen land governance. Among the key initiatives is a digital survey of Char areas, which is expected to improve the accuracy of land records in riverine regions. The new phase will also include special provisions for communities such as the Moran, Matak, Ahom, Chutia, Koch Rajbongshi, indigenous communities of the Barak Valley, and other indigenous groups.
As part of its digital transformation efforts, the government will continue developing smart land records through projects such as Jorip, MATI and ASOM. The programme also aims to expedite land approvals for Micro, Small and Medium Enterprises (MSMEs) and Khadi-related projects, supporting investment and economic development in the state.
In a post on X, Chief Minister Himanta Biswa Sarma said Mission Basundhara has been Assam’s most transformative land reforms initiative, enabling more than 3.56 lakh families to realise the dream of land ownership. He also announced that the fourth edition of the programme would be launched on December 25, coinciding with the birth anniversary of Atal Bihari Vajpayee.
The Assam Government said Mission Basundhara 4.0 is expected to enhance transparency in land administration, strengthen digital land management and ensure secure land rights for eligible beneficiaries, further advancing the state’s efforts towards efficient governance and inclusive development.
