DEE Assam Relaxes Joining Deadline for Teachers Assigned to Census Duties

Guwahati: Primary teachers in Assam who have been transferred through the mutual transfer process but are currently assigned to Census-related work will no longer be bound by the earlier 14-day deadline for joining their new schools.

The Directorate of Elementary Education (DEE), Assam, issued a notification on Wednesday modifying the joining condition for teachers who have been engaged or deployed for Census duties following intra-district and inter-district mutual transfer orders processed through the Teacher Transfer Management System (TTMS).

Under the revised arrangement, the prescribed 14-day joining period has been withdrawn specifically for teachers performing Census-related responsibilities.

Teachers who are not involved in Census duties, however, will still be required to report to their new places of posting within the joining period specified under the terms and conditions of their respective transfer orders issued on August 10.

Census Duty Teachers Get Relief

The decision addresses a practical difficulty faced by several teachers who were transferred but could not immediately leave their existing assignments because of Census-related responsibilities.

The Assam State Primary Teachers’ Association (ASPTA) had earlier raised the issue with the government, pointing out that a number of teachers affected by the mutual transfer orders had been assigned Census work.

According to the association, some District Commissioners had also instructed such teachers not to be relieved from their existing duties until the completion of their assigned Census responsibilities. As a result, they faced the possibility of being unable to comply with the mandatory joining deadline at their new schools.

The teachers’ body had sought an extension and proposed that affected teachers should be allowed to join their new schools within seven days after being formally relieved by the concerned District Commissioner upon completion of their Census duties.

While the latest notification does not adopt that proposed seven-day condition, it removes the immediate issue by withdrawing the 14-day joining requirement for teachers engaged in Census-related work.

All other conditions attached to the respective transfer orders will remain unchanged.
