Guwahati: Assam Police has become the first state police organisation in the Northeast to be registered as an Offline Verification Seeking Entity (OVSE) by the Unique Identification Authority of India (UIDAI), a move expected to strengthen identity verification and improve the delivery of police services across the state.
Chief Minister Himanta Biswa Sarma announced the achievement through a post on X, stating that Assam Police is also only the third police force in the country to receive OVSE registration from UIDAI.
The registration authorises Assam Police to verify Aadhaar credentials by scanning the secure QR code embedded on the Aadhaar card without requiring an internet connection. The facility is expected to be particularly useful in remote areas of Assam, including hill districts, char (riverine) regions and border villages, where internet connectivity is often limited or unreliable.
According to the Chief Minister, the offline verification system will enable police personnel on patrol to authenticate an individual’s identity instantly without depending on mobile data or network availability. The QR code contains a digitally signed security feature issued by UIDAI, making it significantly more difficult to use forged or photocopied Aadhaar cards for impersonation or other fraudulent purposes.

The new capability is also expected to simplify and speed up several routine police services that involve identity verification. These include tenant verification, character verification, passport police verification and arms licence verification, allowing officers to complete verification processes more efficiently.
An OVSE Registration Certificate shared along with the announcement shows that Assam Police was registered under the provisions of the Aadhaar Act, 2016 on June 2, 2026. The registration is valid for two years and authorises the organisation to carry out offline Aadhaar verification in accordance with UIDAI regulations.
Highlighting the significance of the development, the Chief Minister said the registration represents another step towards building a more efficient, technology-driven and citizen-friendly policing system in Assam. He added that the initiative would improve operational efficiency while enhancing security and public service delivery, particularly in geographically challenging areas of the state.
The registration is expected to strengthen Assam Police’s digital verification capabilities and support faster, more secure identity authentication, reinforcing the state’s ongoing efforts to modernise policing through the adoption of technology.
